I have the honour to enclose a copy of a letter addressed by Mr. H. R. Phelips, the Auditor, before his depart- -ure on leave to the Colonial Secretary covering a copy of a letter to Mr. Dallin, First Assistant Auditor regarding the conduct of the office during his absence from the Colony.

This letter appeared to me to be wanting in tact and likely to produce the friction which Mr. Phelips wished to avoid, and I, therefore, instructed the Assistant Auditor, Mr. Cormack, to hand the letter to the Colonial Secretary. On his return from leave Mr. Dallin asked for the letter, and I authoris
-ed the Colonial Secretary to hand it to him. The result was much what I expected as the enclosed copy of a letter from Mr.
Dallin shows. I have caused Mr. Dallin to be informed that he
is at liberty to arrange the work of the Audit Department as he
thinks fit.
